Gameplay.
Even if the story is shallow or almost inexistent, the map is plain or the challenge is absent, the scenario can still be funny and enjoyable thanks to good elements in the gameplay. A good map with good story and some challenge but with no fun gameplay is pretty much worthless since you wont manage through half of it or you die of bordom.

I think storyline. My time is too valuable to spend on pointless killing. Seriously, the ones you remember are the ones with a great story, such as Ulio.

And so what if Ulio had a great storyline? It was still fun to play! Me, killing people just for the fun of it isn't very fun. That's how the *gasp* online players entertain themselves.

Indeed, story would be my first choice but I'm going with gameplay. With gameplay story is enriched ten fold. I believe that it's through what happens in gameplay that keeps a player playing. Story can sometimes be the motivator to play.

Storyline.
My love for campaigns that are merely cut-scenes proves this.
I wouldn't mind playing a campaign in which you're just told to click this and that, or something that has the Gizmoz atmosphere in it, as long as it has an intriguing story. And that isn't just a couple of "copy-paste"s from wikipedia into the History section. It's also how the story progress as you play the game.
Map design is secondary, followed by gameplay.

So if the instruction story was good and most of the story in game was good, the map good but there was absolutely no gameplay, you would still like it? Say the beginning story is good, but then you have to walk across a massive map with nothing happening. Even if the map looks good, it will become boring if there's nothing to do.

He didn't say story was all important. Just that it was the most important. A more logical description might be that Andan prefers A below.
A Story with clever plot and good writing Fairly well designed map, a little better than average Mediocre at best gameplay, same old same old. With some problems.
B Bland, unoriginal story. New, fresh gameplay with lots of variety. Perfectly paced and planned. Averagely designed map.

I would have to rate gameplay as best. Probably storyline next and then map design. I get the most out of playing games that are enjoyable and when the author has put much time into the 'experience' of the scenario.
However, I find that usually the two go hand in hand. Often a scenario that has excellent gameplay will also have a very good storyline as well. Take ~Crusade - The Beginning~ for example. I thought that had a superb storyline, and yet also I found the gameplay to be immensely enjoyable.
